How are encumbrences carried forward?

Need to develop Transaction type for carry forward encumbrances of forever funds/project accounts from previous fiscal year. This carry forward cannot be used in report calculations as it will double the encumbrance. Discussion regarding procedures and programs needing change. Year end processing, suggested balances, custom reports, PO summary? Others?
